I want to build a scene where these guys can race, but I can't get a feel for the style. Alls I can find is Coast Guard or industrial, like oil rig. Any suggestions would be appreciated.

While it might not be the answer you want, I would look to the Friends theme for their beach options. You could swap out the minidolls for minifigs and have a good background with that.

Nice designs. I especially like the Octan racer 

For the racing scene background I'd suggest something like a Sail N' Fly Marina set from '94 (set nr 6543).
