You could play a mission and have some action, but if you didn't want to you didn't have to. It would be better to expand the mini-missions, if that's what their doing. Quote

There are alot of vehicles, but there's not much to do outside of police and fire(I'm not going to even think about getting to the hospital with the possibility of it being timed ). One thing I'm pretty sure of is that this won't get the most characters award (They'll probably have ______(girl)/(boy) for most of them*). *Unless they have names like Bill Dit. Quote

Aside from putting out fires/rescuing people and catching robbers, mini missions could also include constructing buildings, repairing cars and other machines, making deliveries, and grocery shopping (virtual Green Grocer or Grand Emporium anyone? ), assuming this is more like Lego Island rather than the button-mashing recent games.
