I have been waiting to see somebody build any Metal Gear mocs and this one is amazing, but the face is not very appropriate for snake, this is it's only flaw

I kept the head because it is the last fig here. If I removed the added body wear (armor, belt, and headband), he will still be Solid Snake with the headband printed. And Lego only makes that head with a blue headband. The next fig will not use that head however. :P

I've never seen the headbands before - are they plastic or rubber?

They are made by Minifigcat, and they are rubber. Hard to get on hair because they are made to fit just heads.
