So Maxersine plans to keep Mitgardia's military strong by putting beacon fires into recruiting offices?!

All that will accomplish is gaining lots of new recruits who leave as soon as they realize that being a soldier isn't easy, Mitgardian soldiers need to be able to operate under cold conditions.

Manaor will train and equip soldiers to keep Mitgardia's military strong:

Also his plan for putting the unemployed to work at rebuilding Mitgardia's fortresses will keep the defenses of Mitgardia strong.
