I just thought it was strange that they would use more expensive cardboard for the cheaper sets.

Well, if they used more expensive cardboard for more expensive sets, they'd have to drive the price up even further.

One possibility is that Creator sets, having directions for multiple models, will usually have parts left over. Perhaps they wanted a more resilient place for buyers to store their extra pieces? Not sure how much sense that would make from a marketing perspective (they're not advertising it or anything, so many buyers might not even notice), but from a personal perspective it's how I would prefer it done.
