I think, when the Town Hall is placed between Green Grocer (to the left) and another bigger Modular (Fire Brigade or Grand Emporium), it wouldn't look so out of place.

Could be a possibility. Or maybe the elevator doesn't have a ceiling (or a trap door in the ceiling), what would afford more playabiliy. It's just Lego, it doesn't have to be full realistic.

Maybe he climbs out of the elevator to get to the roof. There is someting in the gap, that is on the position of the bottom of the third floor. And on the bottom of the second floor is a little dark piece (maybe a holder for the elevator). For a drainpipe it looks too angular and too dark. I bet it is an elevator.

Oh, I am gay and for me the joke was funny ^^ It was not an evil joke, so I don't understand, why it has been removed. And the idea was not bad after all Or are the minority group in this case the minifigs?

But practical it was released in 2009 and three months after the fire brigade. A fire station is always in the line up of Lego, so the fire brigade never should be released? I don't think, the modular building line is dependent on the city theme, because of so many things (availability, audience, cost...).

We also had a fire station in the city theme ;-) But when I think about it, the bank would be a corner building. Some other ideas for the next modular building: police station movie theatre hospital pharmacy (1st floor) and medical praxis (2nd floor)

Here in Germany there are always mailboxes next or in front of the post offices ;) Hey, but another idea: for shopping in the Grand Emporium you need money - so a bank would be useful ^^
