TLG seems to be dumbing_down its new technic sets - is it to keep the cost down or making the sets simpler for its customers - perhaps both?

No way - TLG having access to BL data allows for market manipulation. Why should increasing supply of parts be in the interest of TLG? Increased supply works against them by lowering prices and so the commision the site owner pays BL. Expect parts that are in demand by AFOL,s to be offered by TLG only in full sets.
