We have brown heads for Windu, so just a new print. We have Koth/Kolar's headpiece, so just a new print. JSF Anakin can have a new head print. Palpatine would be easy. We will get all the characters from that scene. Yoda was not in that scene. Hair-tie?

I don't think they will. There are more children in City than will be Hobbits in LotR, so if they had cared/could they would have already.
