As we had the same question on 1000steine.de, someone called lego and he was told that they are just currently out of stock and will be continued. But lego service, couldnt give an exact date, when they will be avaible again.

I hope this is true. I already have a loco from 60052, but I don't have the entire set. I was still wanting to get one, since I need more track too.

Why are people saying Lego are dropping trains?

Why would they? IIRC I read in an interview with two set designers that they would actually like to buff the train selection up like it used to be in 9V era.

They used to be so proud of the 9v system they advertised it as the fastest toy train available.

I can't really see TLG pulling these 2 sets so soon. It more likely that due to internet hype/scare mongering that these sets have run out of stock quicker than expected and TLG have been caught short by this hype, as know doubt they will have more than likely started boxing up the new 60098 Heavy Haul Train, that they don't have enough spare factory stock of Straight and flexi tracks, Switching Tracks and AAA PF battery Box, which are all out of stock at S@H, to produce a run of 60051 and 60052.

I can see 3 City Trains being available at the same time with a repeat of when 7938 and 7939 ran for 4 years from June 2010, then a year after release in August 2011, 3677 was released for 16 months, so this could be the same for 60051 and 60052 which were released June 2014!!

Why are people saying Lego are dropping trains?

Because they are speculating wildly. In the LEGO train world this happens from time to time, I think because the timetable for LEGO trains is different to most other themes. On the one hand there are years where we get no new City trains at all, so people who assume it should be like police sets, that are always being refreshed, panic. Since there is a four year life cycle, there are multiple production runs, this year it appears there were high sales over Christmas, meaning stock has run out earlier than expected in Europe. This can also cause people to panic. The non appearance of a new Creator train probably hasn't helped.

On the other we have had a very reliable pattern of one passenger train and at least one cargo train on a 4 year cycle going back 12 years. In fact this is a recurring pattern that happens in every train release, almost the whole time since the start of trains in the sixties. Also LEGO is hardly likely to be releasing a new Cargo train at the toy shows if it was considering dropping the line.
