does anybody have ideas for jail cells but without the jail cell pieces

Broadside's Brig (6259) features a design without the jail pieces. However, its not a very good design in my experience.

Do you think the round 1 block tall bricks will work.

I tend to say that it would look like the bars are way too think, but if authenticity isn't your goal, you could try. Personally, I miss the antenna pieces for jails like they did with the late 80s sets, maybe try that route?

I agree. Antennas with a 6-arch piece atop works fine.

You could try 3mm flex tubing pieces. Technic axles.

I just sold an extra Broadside's Brig on eBay and here are some of the photos of it to show how the set uses flag holders/antennas as prison bars along with an arch:
