And while it's likely they don't want to promote rival company's properties, I don't think it's likely they'd care about Namor. Also, I think it is indeed different with Marvel television, they can use any character but choose not to. Quote

Fox gets a large majority of the profits, so they tend to make less of that because they make less money from it. Sometimes, though, it's more lucrative to make merch for those brands than to not, despite the profit difference, especially when it comes to the X-Men. Those guys have always been money magnets. Chances are slim we'll see a Spidey, but like Master_Data said, he's the Marvel icon. They could easily have thrown him in somewhere. With Doctor Strange, Dormammu, maybe a Defender or twos clouded with it, an infinity stone since he's part of the Marvel Illuminati..and maybe a portal. Designed like a modular building, with the large glass circle on the front. Oh, and no matter what the movie Strange looks like, it would have to have the comic variant of Stephen Strange. Sorry to go a little off-topic, but since there's been some confusion around exactly what the issue with Namor is, here's the most recent article I could find that quotes someone who's in a position to give a definitive answer: So, a Namor film would be a Marvel Studios production if it ever happened? Yes, but it’s slightly more complicated than that. Let’s put it this way – there are entanglements that make it less easy. There are older contracts that still involve other parties that mean we need to work things out before we move forward on it. As opposed to an Iron Man or any of the Avengers or any of the other Marvel characters where we could just put them in. From Feige’s vague explanation and details we can only guess that Universal may have distribution rights to the Namor film and so if Marvel were to make it, it’d launch under the Universal umbrella instead of Disney’s. That makes Namor not something Disney would let Marvel Studios make, given that they paid millions and millions to get distribution rights back from Paramount for Iron Man 3 and The Avengers aver they acquired Marvel Entertainment.
