If your armies are not used in the MRCA (the monthly raiding and commerce action) then there is no need to register them or pay any upkeep / establishment costs, etc... If the armies are being used to fortify ships or towns, then you would have to pay the gold to do so and register them. I put the chart up to have complete transparency of where our nation's resources were and what it would cost us so it was easier to strategize down the road. Quote

(yes on the MRCA question) so I can build a small ship for free, but have to pay 30 db + 6/month for the crew ? Because I would asume all my crew to be fighters. (on a nother ship you could maybe bypass with only marines asigned fighting duties? or do ship crews always need upkeep? Bart Quote

To supplement that crew with more fighters, then you would have to pay for your crew. But, as I said, all vessels already have a crew -- it is part of their rating, and there is no upkeep on those.
