Unknown Minifig legs (possible test piece)

I found these two minifig legs while sorting some lego pieces from my LUG. I do not recognize them. The circles look like registration marks. I am not sure why one set has a number 2 and the other has a number 3

Has anyone else come across these legs before?

Those crosshairs sure look like the kind that printing companies put on the edge of the bleed to make sure their color passes are lined up correctly.

Looks like printing calibration test pieces. Probably worth some money to a collector.

Nobody I have talked (among collectors of test/prototype parts) to has ever seen test torsos. I have heads, and I've been after legs for a while - they don't come up for sale very often, and when they do, they tend to fetch high prices.
