It's kind of hard to make a decal for a fig that has not been released yet.

It can be done, it's just harder.

Unfortunately, I do not own the set, so I can't be of further help, except for adding my voice: if anyone can be so nice to scan and post the images of front and back of the torso of the statue minifig and the sticker for the base of the statue from SP3 set #5974 Galactic Enforcer, it would be very appreciated.
