I'm making a small winch with two wheels with 16 and 8 teeth.

The wheels are not close enough.  The teeth sometimes get stuck.

 

Is there a better way?  I cant remove the blue plate, the wheels are then too close and I can't attach the technic blocks together.

What you're designing is not a correct fit. Try adding a second plate and use a 12t - 20t mesh (or a 8t - 24t mesh) instead.

the relationship between 8 and 16 tooth gears is 1.5 studs. try using technic pieces to achieve this

I used 1x2 Technic blocks with two holes, and put the axles on opposite sides.  I removed the blue plates, and the wheels turn without problems.

That would give you 1.56 stud distance (heart-to-heart) which is indeed quite close to the required 1.5 stud. Apparently close enough :wink:.
