If you look at the Batgirl figure in the Dimensions pack compared to the one shown with the Joker's lowrider, her hair appears to be in two different positions. So her hair is likely a separate piece plugged into the back of her cowl. Quote

But then today when the new pictures dropped someone on Reddit brought it up and yeah, her hair is in completely different positions. There's no way Lego would create multiple cowls with different hair positions. So it seems this is indeed two separate pieces. I really have to give Lego credit for this one. The hair won't block the cape like the old cowl did. Too, we'll be able to create some interesting action poses. And for anyone who just wants to display the suit (like in a display case as in the animated series) they can likely just take the hair off (Assuming it's a peg connection of some sort, which given the rotation and the size of the piece would pretty much have to be). I'm hoping they give us pictures of the back soon. I'm glad there's at least another way to pick up Robin so it can be converted to Carrie Kelly. Bart's catapult is already waiting. I hope you're not implying that you'd pick up this Dimensions pack just to get this Robin. Because he's only included in a $50 story pack, so if the fig is all you're interested in you'd probably get much more bang for your buck from a different set. Also on Greg Miller's twitter you can see an awesome up close, high quality look at the new Robin, Batgirl and Supergirl figures.
