Page 83 - how do the seats attach to the two red 2x1 jumpers in diagram 2?

I’m happy to accept that I’m being thick and just can’t see the obvious, but I just don’t see how it works as shown.

EDIT: I've just realised you can't actually position the pieces as per diagram 2 without also using the pieces in diagram 3 first
