That Frodo minifigure is fairly common and not particularity collectible, as it appears to be the same version of figure that was released widely through a rather low priced Lord of the Rings Lego set in 2012, 9469-1: Gandalf Arrives, as well as an even cheaper promotional polybag set. And as the letter from New Line Cinema is not actually signed by Elijah Woods (which is where the real value would come from), I unfortunately don't see this bringing in any big bucks. 

I would suggest just keeping it around though--Lego makes great shelf display!

Probably about $10 for the pair. It is a common figure and a letter that was sent to Elijah Wood. From all the other seemingly random letters in the pile - credit card statements, etc - I imagine it was probably never even seen by him and just put in a box by his management company with all the other letters and then sold off as memorabilia.
