I think that's just a "careless mistake"! I'm pretty sure it has to be 1 hinge plate at the top and one at the bottom! There are a few small "mistakes" in the instruction! Example: The step where you fill up the little gap at the sidewall is missing at one side! Also missing at one side are this 1x2 tiles! other side so just add the tiles! Here you have to change the posotion of the plates like it's shown in the picture (you need the cutout for the wire in the back!)! Otherwise the caterpillar drive is mounted incorrectly!
