Remember guys, these are the rules; Excluding the figure, 27 parts are allowed. To make this clear, a minifig consists of a single part for the legs, a torso with arms, a head and optional headgear. Scarfs, accessories, epaulette, backpacks, technic man helmets... are extra parts.This makes a maximum of 31 pieces if you use a mini-fig. Quote

Hmmm... epaulettes were always part of the minfig, so I didn't count it. Up my parts # to 23 by that standard. I will argue that the coins count as a sprue, so 4 coins are 1 item, but even counting them individually I'm under 27. So... SAFE! *sweet* Impulse Limits On! *y* Quote
