I am building Ninjago City. Amazing set. I would consider myself a newbie. My 5 year old son REALLY likes the grill, and cooking numourous entrées and having the people sit on the bar stools and eat. I am about to build the next level, and I can clearly see that he won’t be able to access the inside of this room once the rooms above are attached. Is this normal with LEGO builds, where you can’t access the inside of the rooms you are building to play with them? Is it possible to build some type of a lift for each level that would still allow access to the inside of the rooms?

I am quickly falling in love with legos, and plan to designate a small room in my house to building them. 

Please help me come up with something here so I can continue my LEGO journey.

^What he said. Ninjago City is designed like the Creator Expert "modular buildings" which have floors that can be separated for play, rather than the open-backed buildings typical of many other themes including City and Friends. Each floor is designed with a layer of smooth tiles near the top to allow you to remove higher floors to access the rooms inside. As long as you're building it as the instructions specify, you should still be able to access every room of the building. I hope this helps—Ninjago City is a fantastic set and you should enjoy it instead of worrying about not being able to get inside!

I'm a bit confused — do you mean your son is having a hard time accessing the insides of the buildings? That's as simple as separating the floors, as others have said. Pretty much all the floors are designed to separate from one another without taking them apart completely, same as the modular buildings.

Or do you mean that he's having a hard time giving the characters access to the buildings? The set is a bit of a labyrinth, but it DOES include a lift (added in steps 204 to 212 in book 2), and it should be possible for a minifigure to access any of the homes/businesses from the lowest sidewalk level:

  • Robot garage and fish market: Minifigures can enter via the lowest sidewalk level.
  • Old World tea room and apartment: Minifigures can climb the ladder in the alley and enter via the catwalk.
  • Crab restaurant and comic shop: Minifigures can take the lift from the lowest sidewalk level (the Old World) to the first stop (The Street) and enter via the sidewalk.
  • Boutique shop: Minifigures can take the lift up to the second stop and enter via the catwalk.
  • Under construction building: This is the only inaccessible building because it is abandoned. The blocked exit of the boutique shop implies that there is meant to be a catwalk between these two buildings. However, a acrobatically skilled ninja can probably get there.
  • Lloyd and Koko's apartment: Take the lift to the boutique level, climb the ladder, and enter via the catwalk.
  • Sushi restaurant and bathroom: Take the lift to the top level (The High Rise).

I know I am going a bit far right now, but, what I am meaning is literally to somehow build little support shocks at each corner that would easily lift the levels at the touch of a button. :-) I know I am going a bit far here. 

I guess you could say that I am a person that likes to think “outside of the box”.

So, I just got done building the Ninjago city, and my 5 year old can easily remove sections level by level. I feel lucky to have this as my first LEGO Set, and I hope to mod ALL future sets to have this ease of use.
