You can just see black-hatted guy's top-hat flying off to the left there. That mean scout is clearly dangling the pussy cat by it's tail over the railing - ouch! Then as it went along, he started to get more enthusiastic about it, until he agreed with everyone to actually go with it, and see how the public would react.
