I'd like to purchase some mini-figures in lot quantities, so buying used one on bricklink is possibly my own choice. I'd like to know in case their used bricks are too bad in quality,

can I return and refund? Could there be any scam by the seller during the process?

Whether you can return items, that depends on the seller. Check their return policy. No return policy probably means no returns. Also check the seller's feedback. A scammer will have less-than-stellar feedback.

You could ask for pictures before bying.

"Used" = crap on Bricklink, because it has no grading system. In the best case, some sellers comment on the state.
So that's it, you may get lucky, but consider that you *will* get some crap, but that's how Bricklink works, unless you buy new. And even there, several sellers report parts in a good state as "new".

I've never heard of returning stuff to the seller, however if you can prove that the quality was really too bad, the seller will give a refund or offer a coupon. They're all cooperative.

As a result, is it better and more worry-free to pay a little bit more buying on eBay instead? I've compared the price the "New" one on ebay looks like approximately double the price on that of the bricklink for their "Used" one.

Um.... Or what do you think is the reasonable average price of one mini-figure that includes hat, hair and that the mini-figure is just an ordinary city person which is 

nothing exclusive or retired. I'd building up my city and want to get a lot of different 

city people

Common city minifigs? 1.5eur to 3eur max, new.
If they're common you'll easily find them new on BL.
