I have a feeling the main villain is not the Mandarin (or is he now Wenwu?). Some Chinese audiences seemed unhappy with the character and I think they’ll, to avoid trouble, portray him more like a Darth Vader character rather than someone that’s pure evil. Just a speculation. I do hope we get him in a set though.

The Mandarin we saw in IM3 was Trevor Slattery, an actor who posed as the Mandarin. After the film he got locked up in prison and the real Mandarin, having learned that Slattery had been posing as him, send some guys to break him out of prison to deal with him. Shang Chi will be the first time we actually get to see the Mandarin.

The "pawn of a greater evil" storyline is overused

I wanted to come onto a platform to distribute information regarding the marvel 2021 sets (I didn't want to create an instagram for this one purpose) I believe my source to be accurate so here it goes: Shang-Chi Set Numbers: 76178 76179 Spider-Man 3 Set Numbers: 76157 76158 76159 76160 there may potentially be a 5th Spiderman 3 set but the first 4 I am pretty confident are apart of the main wave 76161 (potential 5th Spidey set??) my guess is that the shang chi sets come out in either may/june and the spidey sets come out in either october/november, but again, those are just guesses on my part.

I am not sure who your sources are but mine grouped together those set numbers. If that is the d2c then we may only get 1 shang chi set and the other will in fact be the d2c

We don't know what the Mandarin will look like in Shang-Chi. We only know Tony Leung is playing the character Wenwu and that he was confirmed earlier by Kevin Fiege to be the Mandarin. It could be similar to the comics or something completely different.

(Assuming we’re getting versions of them in this new movie.) And if J. Jonah Jameson is truly playing a bigger role in this movie, it stands to reason that the Daily Bugle building will appear in it, which could make an exquisite $100 set like the IW Sanctum Sanctorum. In this case of course it would be to collect all members of the sinister six.
