Baron Papanoida

Not a human.

I think at this point, we're either missing something, or we're reading something incorrectly...

No; if we are including accessories, then any character that has held something white is an option.

Well, I think he has a white band on his arm, so I'm gonna plead my case:

Falcon’s third anniversary figure hints

Peaceful--has killed a stormtrooper in self defense, but lived a life of luxury after that. Also, the Wookiepedia legends page specifically says that he decided to take it easy.
Something we thought we’d never see
Not a main character
Color white in outfit--armband, though admittedly small, plus iconic ice cream machine
Live action
Controversial In Star Wars community at large--to an extent.
Human
Has hair
Has O in name
Assume would it would come in set but wouldn’t in said set--Betrayal on Cloud City
Tied to an object or vehicle--Extremely. The character is known as Ice Cream Guy
Could shoot
Could drive Honda civic
Strange look on the street but known name
Lived a peaceful life
Planet would give it away
They have a lot of range--check out the actor--https://starwars.fandom.com/wiki/Egbert_Sen

Look, it's a long shot, and there are a couple things that don't make sense, but I'd bet on WH above anyone else so far.

Honestly not a bad guess+he’s just niche to be random while also being cool.

So the new "battle pack" leaked.
In my personal opinion it's horrible. Barc speeder is innacurate and just looks horrible which wouldn't be a problem in a $15-$20 battle pack, but we are paying $30 for it.
Tri-Droid also looks really bad, like a child made it out of spare parts.
STAP looks decent.
How many years droid army builders waited for a battle pack just to have to pay $30 and get clones they don't want with it and one little decent build with nothing special like a tactical droid, magna guard or even a security guard?
Clone figures are decent, but there is no leadership like an officer or a sergeant so not good for army building and you are also paying $10 extra to get only 4 figures you need and no useful builds.
Bottom 5 battle packs ever made imo.

Mortis Sister? Live Action is a stretch but it's claim-able.

To be fair... that's what the helmet holes are for...

Completely disagree man, maybe I'd only agree on the speeder, it's not my taste but it's not awful and does it's job of seating the clones. Rest is just like what? I like the Tri droid slot, I think it's my favourite parts of the set!

I feel like Maarva is definitely our best guess so far. I wouldn’t exactly call her life peaceful, but nearly everything else fits.

Aside from losing Clem, it was (which she talks about in her speech); she lived peacefully in spite of the Empire's growing power.

The brother? Sam witwer has a ton of range with voice acting.

Edit wait nvm I completely forgot the peaceful part

He has a small comlink (which is white), not a band.

Okay, here's everyone who has been suggested since this kerfluffle started:

  • White Boba Fett - Main character, doesn't have hair, already exists
  • Rose Tico - Not peaceful, already exists
  • Mon Mothma - Not peaceful, already exists
  • Bail Organa - Not Peaceful, already exists
  • Owen Lars - No object, not controversial, already exists
  • Kino Loy - Not peaceful
  • Sleezenbagano - Doesn't wear white, not controversial
  • George Lucas - Not really a Star Wars "character"? Already exists.
  • Galen Erso - Not peaceful, incorrect guess
  • Jocasta Nu - Incorrect guess
  • Skad/The MODS - Don't wear white, not peaceful
  • Young Leia - Main character, can't drive
  • Dryden Vos - Not peaceful
  • Corde - Not peaceful, not controversial
  • Queen Organa - No object or vehicle, not controversial
  • Tion Medon - Not human, no hair
  • Dorme - Doesn't wear white
  • Lyra Erso - Not Peaceful
  • Omera - Doesn't wear white, not peaceful
  • Sio Bibble - No white in outfit, not tied to vehicle or object
  • Maarva Andor - Not peaceful, not controversial
  • Ric Olie - No white in outfit
  • Willrow Hood - No white in outfit
  • Baron Papanoida - Not Human

I'm out of ideas...

I forget, is it confirmed that we’ve never seen this character in Lego before?

According to @Minishark2000, yes. That user also said that they "could defeat Jango," which is another minus against Maarva and Willrow Hood.

Edit: And is also "packing (carring a weapon). If it wasn't for the fact that Jocasta Nu wasn't directly deconfirmed, I would have put my money on her...

Yup, just commenting to confirm this is what I heard while attending the stream.

It isn’t a perfect fit, but the Master Codebreaker? He fits most of the descriptions, but would definitely be a weird inclusion.

How would he even come close to beating Jango in a fight and who even wants him as a figure.

Do you have a link to the stream? Maybe we can pick something else up that was missed.
