Disclaimer: I am fully aware that things that Rax says partially contradict the Legends continuity; yet you are free to decide whether he is lying or telling the truth.

On board of the Galactic Empire, the personnel and officers attended the main auditorium to listen to their new commander's first public speech. When everyone took their seats, the Commissar appeared, followed by two guards; he took his place bechind the tribune and greeted everyone present.

- Welcome, everyone! - Rax said, - We are here today to discuss very important matters before Life Day. But first, I want to ask you a question: does everyone know who Voren Na'al is?

Rax heared some quiet "Yes" answers, especially among the officers, but the majority of people remained silent and looked completely lost: they didn't know what to say.

- Most of you, guys, didn't hear about that one, right? Ok. But I think everyone heard that X-wings are better than TIE fighters? (Silence, but Rax saw that he was right); maybe you heard that our  stormtroopers and pilots are expendable cannon fodder? Or that our Empire enslaved the entire Wookie race?

No one said anything, but Rax saw they knew what he was talking about. They were just too shy to admit it.

- I guess everyone here heard, that our Empire is a totalitarian dictatorship, which has only one goal: to terrorise our own citizens? - Rax barked loudly.

Everyone gasped in horror. No one expected to hear such things from the person who was supposed to inspire the crew and be an authority figure.

- Well, you can thank Voren Na'al for that. This person is the Rebellion's main propagandist, and he did a fantastic job: even you have heard his bloody fairy tales, and don't try to deny it!! I don't blame you for that. After all, the HoloNet is now under Rebel control, and not everyone has switched to the reserve. I am here today to debunk those lies.

- How are you going to do this? - one brave trooper asked, - do you have all the documents?

- That's a good question, - the Commissar answered, - sadly, I don't have all the documents here right now. But I'll appeal to logics, common sense and my and your own personal experience. There are many people here, and I am absolutely sure we have someone who can approve of my proofs. Shall we start?

- You said that they claim their X-wings are better than our TIE fighters? - one sailor said, - this is not quite correct. They claim our fighters to be suicidal craft! Don't get me wrong, I don't believe it, yet I am not an expert... What do you have to say, Comrade the Political Director?

- Does anyone here know a TIE pilot personally? - Rax asked the crowd.

- Me, - an officer raised his hand, - not only I knew them, but I used to train at the Academy. I can fly a TIE fighter myself. It's a formidable craft. The old clone pilots I knew were openly jealous of our fighters and said even old Nimbus-class Alpha-3 were far from being that fast and agile. 

- But what about the lack of life support? - Rax asked.

- Space suits are the best and most reliable life support systems imaginable. Rebel scum stand no chance if the life support of an X-wing is damaged. 

- What about the lack of shields?

- Shields are a dead weight. They are absolutely useless in battle. You just can't shoot at enemies, when shields are on. Even Rebels don't turn them on, with the most cowardly being the sole exception. This is why a direct hit from a TIE fighter destroys an X-wing at once. 

- What about the lack of a hyperdrive?

- Who needs a hyperdrive when a Star Destroyer will carry you in battle?

- Escort missions.

- Then we attach a special hyperdrive to the rear of the craft.

- What is the strongest point of a TIE fighter? - Rax asked.

- Its agility. Only the most agile win in a dogfight. I've never heard of a Rebel pilot who succeeded in shaking a TIE fighter. 

- What's the weak point of a TIE fighter?

- Limited cockpit view. The rear and upper viewports don't really help.

- What's the strong point of an X-wing?

- Its ability of atmospheric flight. Though it's not really a problem, since we've got excellent Cantwell Sith fighters for atmospheric combat.

- Would you prefer an X-wing to a TIE fighter? 

- Not at all. Guys who flew the Rebel fighter hated it. They only praised the cockpit view, yet they admitted it could've been better, especially without the astromech.

- But what about the pilots? - a trooper asked, - aren't they expendable? The TIE fighter is so cheap to produce!

- My dear friend, - the Commissar said, - I hate to disappoint you, but when we started the fighter's production, it had twice the cost of an Incom Z-95. It got much cheaper thanks to mass-producing, though. The TIE fighter is also equipped with the most advanced avionics available. But, most and foremost, what an idiot would waste pilots with years of hard Academy training, considering he invested billions of credits in that? The same applies to our stormtroopers. We equipped them with plastoid armour, that's relatively expensive, yet absorbs the energy of blaster bolts, preventing the trooper's death. We spent lots of money training and equipping them. We don't want to waste them.

- What about the Wookies? - a person adked, - aren't they enslaved?

- First, slavery and slave-trade are prohibited by Imperial law. You all know that. Secondly, has anyone here been to Kashyyyk - Rax said.

- I've been there two times, - one sailor said.

- How did the Wookies live there?

- In wooden tree-houses...

- Did they look oppressed?

- I don't know... I didn't see many policemen there... The Wookies I dealt with were friendly and polite...

- Have you been in the labour camp area?

- I've been there once. Not many prisoners were left there, though, as many were liberated after their sentence expired.

- Did they look like slaves?

- I don't think so. As a matter of fact, many guys from the backwater world I came from would've been jealous of their work conditions.

- I heard that Wookies who built our first battle station worked in extreme conditions, - an other sailor argued.

- You really think we would let our POW's construct such an important thing as an armoured space station? - Rax replied, - you can't trust them such a job!

- You can finish them so they don't tell anyone!

- That's not the problem. A POW can sabotage the construction. Only military engineers were allowed for this important job.

- You said that they claim our regim to be totalitarian and oppressive, - one stormtrooper said, - yet I recall our Emperor saying he loved democracy.

- They'll say it was during the Old Republic times, that he was lying, - Rax argued.

- No, it's not what I mean! What I mean is, Alton Kastle asked him about that one approximately three years after the declaration. Palpatine then said he still loved it.

- Right he was, as always, - Rax said seriously, - because Palpy's regim was much more democratic than the Old Republic's, to say nothing of the New. We benefitted every world under our control; we build schools, hospitals and facilities; billions of people got jobs. Local elected their own authorities, education and medical services were free for everyone; organised crime was wiped out, sooner or later. It was hard at first, but it was better since; people even had the right to criticise the regim, until they started lying or suggesting to overthrow it. No any ragim would stand such things.

- But why would they want to overthrow our regim, if it's that good?

- Well, that's the problem. Do you really think the former kings, presidents and sultans of those worlds would give up their power willingly to the Imperial administration? Of course they wouldn't. They are the backers of the Rebellion, they want their power and oppression back. And many of them already got it. The populations of these unlucky worlds now demand the return of the Imperial order. Voren Na'al wont tell anyone about this... Nor he would tell anyone about the dangers from the Unknown Regions, which are now considered to be lies of Imperial propaganda. Comrades, our goal is to protect what we've built from the powers of reaction and invaders fom outer space. We need to evolve into something better. These wars can't last forever. Peace can be achieved only when there will be no longer anyone who profits from conflicts - like the companies equipping the Rebellion and barbaric systems, which our magnificent Grand Admiral Thrawn still has trouble dealing with (I hope he'll be back soon). Our military's only goal is to protect our people; sadly, we didn't completely succeed because of the Endor disaster and Captain Pellaeon's personal guilt. The leaders of the Imperial remnants establish their own authoritarian dictatorships; they don't care about anything but power, just as the backers of the Rebellion. That's why I'm here. I am here to continue what the Emperor has started. I am here to help dealing with the shock of our humiliating losses and struggle for a better Empire, even if it means i'll be all alone. I hope you will assist me. Well, it's late now. Congrats comrade Max, I'm very impressed, it is very old school soviet point of view, that perfectly fits with Rax (as a politic officer ).

And more, I like the touch it gave to the new empire our characters try to save/salvage/keep on track

This is VERY late in coming, but a fantastic bit of writing you have here. Feels like it came right out of an Expanded Universe book. Excellent.

Thank you! Years of critical rethinking of the Legends (and Canon, too) lore did the job. Just too bad I can't introduce my vision of Thrawn here, since he's canonically missing at the moment. Wish I could do justice to this character with an enormous wasted potential
