Question to Lego water technique

Hello, I found this wonderful created Lego water.
It seems, that there is difference in the high of the transparent tiles.
Does anybody know how this could be created?
I never saw this technique anywhere else...

This can be created by not pushing the tiles all the way down. Keep some loose, some pressed down tightly to the underground, some pressed down only half way, some pressed down at an angle etc. Of course in a digital build (like in the picture) nothing will fall off when you move the moc and every tile will always stay in place.

I wonder if you can get a similar look with windowpane/clipboard pieces.
