Yes, they're bandits.

But originally the Wolfpack had their own tower with bridge. So why shouldn't they get something similar now, too?

Because it would just be to big. However I think two Knights and a Wolfpack Bandit would be possible and the second or third model could include a Wolfpack Bandit Hideout.
