Generally, Amazon US has restrictions on shipping anything other than books, CDs and DVDs internationally (the same is true for other Amazon sites). So in effect, yes, other countries can't take advantage of toy discounts on Amazon's website.

December 5, 200816 yr It was a glitch in Amazon's system. What happened was that you were supposed to get 25% off. However, their system gave 25% off, then gave ANOTHER 25% off that amount. So it came close to nearly 50% off, but not quite. The sale was limited to mostly SW, one Indy set and two Speed Racer sets. The glitch only lasted a short period of time. I bought 7 more Gunships, so now I'm up to 10 of the CW variety.
December 9, 200816 yr Grrr these sales always appear the very time you don't need em. I had $30 in gift certificates but spent it all christmas shopping the next day I get this email! I could have gotten a V-19 for only $11 out of my pocket!!!
