Phes" is just a parenting organisation, which consists of the parents of all the junior-staff members, the parents of the people of the Shipyard and the parents of some underage members . It appears they have found a great way to keep their children busy with giving them useful things to do so they can do more important and funnier stuff themselves (like "working out" or playing bingo).
