Pure genius, and very, very funny! I suspect he bought a old store display or maybe a promotional item. You can find a couple of them on Ebay, I'm trying to find a reasonably priced one to buy...

That is one crazy head. I could see using something like that in a City scene where there is a parade with giant balloons.
