It's not just blue minifigures; notice that the regular Geonosian too is 'wearing gloves.' I think LEGO just doesn't like making hands in too many colors, and feels like they can get away with it for certain figures. That, or they don't like giving figures the same color hands and arms when they are certain colors. Quote
