No, I haven't seen this key chain before - the female minfigs looks really ! Perhaps it's an exclusive minifg you get only during a short period when ordering via S@H for a defined price (like the golden minifigure key chain this July). But I highly doubt that this means a start of a new Belville theme. Belville includes always bigger figs and not the regular minifigs. And I highly doubt that TLG will release a new kind of Paradisa theme - the new City sets include many elements trying to catch the interest of today's girls (of whom the most no longer need and want pink buildings). Now that we have that straight, as I have said many times before. I would be thrilled (and broke) if a new female system line like Paradisa came out, but I just don't see it happening.
