I guess because TLG/C puts too much emphasis on the ability of "spherical building". I read somewhere that one must have "3D-thinking" and the ability to put it into a model to qualify for a job at TLG/C. Well, for trucks/cars etc. you don't need that. And so the designers come up with elevated hospitals so they have some 3D-part in it, even if it's a grosse baseplate and not really a "spherical build"... Just my $0.02...
