A tough one indeed, but ultimately, I'll have to vote for The Penguin! Once again, great customization work, and I just love the Jafar-ness of it! Also, way to prove that TS fig parts can be used for other themes as well.

But Penguin's Great Vizier Pingvin wins the day for me with his luxurious attire and fanciful staff!

...that and he payed me 50 sigloi to play sweet, sweet musak for his fine and plentiful harem!
