S@H ever fail you?

So my fiancee bought the Toy Story 3 Train Set. It was missing a black train wheel and more importantly Hamm's Dr. Evil Porckchop bowler hat.

I decided to try using S&H to get the missing pieces.

They dont have the hat. Plus it costs $16!!!!

So Im gonna have to return the train for a new one at TRU.

From what I've heard this is a licensed only policy. But I'm super perplexed about the wheel. Where did you ask this? I've never had a problem over a common piece, but it's been over a 2 years since I had any missing pieces.

I've never had piecing pieces but I ordered 4 chrome stormtrooper magnets once and they delivered them to my apartment building and they are so cheap they didn't pay for a secure type of shipping, and it was stolen from my entry way. They essentially left it outside for someone to steal.

But they did replace all 4 after about 30 minutes of me on the phone.
