There are four plans.

1) Sending in the National Guard.

2) Sending in more investigators.

3) Imprisoning the entire town, conducting investigations in Federal Prison.

4) X-K2P.

These punishments range from bad to worse.

The Congressman steps out from the basement with a key.

He seems a bit upset that you're going through his folder, and locked him up, but he'll continue to help you for the time being.

It would also appear that we've got our groups. Those who have not aligned themselves to a group will be automatically assigned. Chapter 3A will be the Town Hall, and Chapter 3B will be the Department store. These should be up later today or tomorrow depending on when people get their Chapter Actions in. Chapter Two is now over, and may be locked.
