Not necessarily, it's usually indicated as a Passive Special. The idea is that a mob is more threatening at the beginning generally via a Free Hit, but get's weaker as their numbers decrease. CMP has used a few mobs that don't include that passive special in 129. Quote

I figured it was an inherent part of the mob mechanic at this point. Quote
