I think our accessing the side-quests was an artifact of the Baltarok party getting so heavily delayed. We got there early, and since we couldn't access the main plot without them, Zeph let us dig a little into the side-quests that were meant to be done after this meeting with Hope. Quote

He included a side quest (or several) to be completed at some point during the final phase of 139, and Purpearl is deciding to do that now. Who is he to force her to attend the meeting?
