When he was young, Jack Newton wanted to become a police officer. At the age of 22, his dream came true. Five years later, he was so good that he became a member of the Orange Commando Team. A few years later, he gain the grade of captain.

I'm not sure what makes this Orange Commando Team Captain an ordinary Gothamite. I'll give you that Gotham seems a bit peculiar as a city, but I do not think a Commando Team Captain would be seen as ordinary by the citizens at all.

Dont know if this is allowed, but if it is you can just change the category to Category B(Hero)and make a different one for Category C.
