How would you make a mechanical tail?

Seems a bit funky. What kind of a toy is that? If you've got it personally, couldn't you try to build a model of it in LEGO, because I can't tell how it's made from those pictures.

@ Carsten Svendsen: You can look at many images of the 1984 Tomy toy "Zoids Giant Zrk" on this Google image page. It may be possible to replicate the Tomy parts with Lego parts, by reverse-engineering what you see. I found this Flickr photoset of a "Zoids Giant Zrk Restoration" by peterl, with 3 good images:

I searched that dinosaur toy on youtube and I don't think that the motion is what I'm looking for.
