Well, at the time Elrond was pretty unique, and he's certianly not a huge main characther, so it is possible with an Galadiriel. Lego has no rules for what to make as exclusives. Since I heard that Sauron has a ghostly hint of his First Age armor in it that the Witch King has a ghostly hint of his RotK armor too. Too bad. But if someone wanted to make a twilight version of Frodo and the Ringwaiths on Weathertop MOC, this might help. Quote

But either way, it's very cool we will get him because he does work for both the Hobbit Dol Guldur sets as well as Weathertop! I'm excited for this one. I am assuming he will look like this: Now, if only we can get him in his RotK armor as well... Another thing to consider... Since Smaug's wings are very similar to the fell beast, TLG might just reuse them for the Fell Beast: So MAYBE this is good news for a future Witch King/Fell Beast set too! Quote

The only thing that concerns me is the size of Smaug. I understand he's going to be downscaled a bit compared to the movie, but I still hope he doesn't look too small. I know, I'm just trying to stay positive. I would much prefer the RoTK version. Seems wrong to not get Galadriel, maybe that means she will appear in another line, hmmmmmm. I'll be so disapointed if the line ends without giving us Galadriel and Eowyn. It feels wrong to have Arwen and Tauriel over them. Quote

According to ianmrid in the LEGO Hobbit 2014 thread, the smallest set with the Witch King and Elrond also has Galadriel. I would say Faramir, Eowyn, and the Witch King are the only must haves left from the LotR. Rohan Merry can easily be mocked from existing parts. Just use Eomer's torso with some dark green arms and cloak and add some short brown legs and there you go! Since I doubt we would get a new Rohan helm even if an official set is made, you can just use the existing Rohan horse helm or use his head with hair. Gondor Pippin would be a little tougher unless we get a Gondor Soldier. If we DID get the Gondor Soldier you could do the same thing, take the torso, some short legs, and put Pippin's head on it. Add the Gondor helm or hair and voila! Denethor and Gothmog would be nice, but I don't consider either to be essential. I would rather get a Gondor Soldier more than almost any of these characters tbh. Quote

That seems odd to have 3 minifigures in an $11.99 set considering so far we have only seen 2 minifigures in all the other smaller sets for LotR/Hobbit. Quote

As an absolute minimum, I would say all we need is the Witch King's helmet, a printed torso with the White Tree of Gondor (different from Aragorn's in the Black Gate), and a Gondor Helmet. Once you have these three things, you should be able to assemble the key missing characters. Witch King: Use a Nazgul body and insert helmet in place of hood Faramir: Use the White Tree armor torso, and have hair instead of helmet to distinguish him Gondor Soldier: White Tree armor torso and helmet combined with weapons of choice Eowyn, Technically, she can already be made from existing parts Quote
