I PM'd Brickdoctor about this a little while back. We can still build on Tatooine, since it is defined as neutral/lawless. We cannot build on Hoth; that is held by the Rebels since Episode III. Brickdoctor is procrastinating about fixing the Core Rules to reflect that ...

Since this is one of the most popular themes and community buildings I decided to make my own character and find a place under the sun in Shadows of Nar Eurbrikka.

Meet Morty W. H. Python (shorter for Mortimer Wilbur Horace Montypythonsky). He changed many, many works in his life. In his long career he was smuggler, mechanic, plumber and pimp, but now he decided for a bit more risky but a lot more interesting and adventureous job - he is going to join the alliance. Offcourse he doesn't know what will he do - he thinks being a rebel is something with dishes for a major theme.

And here's picture of our hero, dressed in 30 yeard old armour and push hat. He wears cortosis leg armour, which he won on a lottery on Tatooine.

In the Core Rules topic it says that only one customized minifigure, does that mean only one figure can have third party elements, custom capes, etc. Or you can only have one figure that is not a minifigure that LEGO does not have in a set?

You may have only one minifigure that features third party elements and so forth. Mixing and matching official Lego minifig elements for other minifigs that you use in freebuilds, etc. is legal. In other words, the only restriction on what minifigs you can use is that only one minifig, the one that represents your character, can include non-official Lego components.

I'm glad that you and Disco are finally participating in SoNE! (though only if you're in the right team)

It's not completely correct though:

1. You have to say in which faction you would like to participate (rebels of course!)

2. You have to say which class you want to have - storm rebel trooper or pilot

3. there seems to be something wrong with your avatar - I've never seen a rebel with a stormtrooper torso

Remember to choose the right faction, the Rebels of course! We've got cake!
