That is the small Technic Turntable. It's from 2012, so pretty new.

Well, it's pretty new, so you can easily have missed it. But it has been in lots of sets since 2012 which indicates it's quite useful. I'm very fond of it

Hmmm only 5 sets so far. I thought it was used in more sets.

Dog frame will be usefull for 90 degrees gearboxes where there is a large chance of bewel gear slipping :)
