1st you have to join one of the four guilds available, by posting at their thread and creating a sigfig there. *a lego minifig that represents your character.

after you can come here and ask to be assigned to one of the 2 sides of the war

Go the the GoH thread and choose a guild. Post your character's story and picture on the thread of the Guild your want to join and you're in! I recommend reading through the introduction to all the guilds before deciding and maybe posting a question or two in the thread before choosing. We are a diverse bunch and you're guarenteed to fit in somewhere, but it's good to know who you'll be working with before you join. For example, I'm in Mitgardia and it's a wonderful guild, but it might not be the place you fit in best.

I think it's the leaders of the guilds, minus the leader whose home guild the challenge is set in that judge.
