We have had the big police boats before, the last was 2016 and one before that about 2012, and one in 2006 was it? Although they get interspersed with various coast guard type stuff, same sets different stickers!

Interesting point about mounted police. Have we ever had any? I guess the downside there is that mounted police are often used for controlling the public and crowds, whereas the vehicles LEGO uses are for chasing robbers. Maybe not the image LEGO wants right now. Similarly police divers are often for searching (and sometimes for dead bodies) rather than for chasing the bad guys. Maybe a bit grim for LEGO.

Mounted police would work in the forest area where cars and other vehicles cannot access when chasing down criminals, not just for crowd control.  
the divers could be working with a secret agent to uncover a villains submarine base and be in the descise of a fishing boat.  Kinda like officer JW Pepper from one of the James Bond movies.  Another possibility is a police armoured train or a criminal armoured that the police are trying to hijack or stop.  The police train could be the police headquarters and have a prisoner while the criminal train would have a cop as prisoner or whatnot.

That first part is why I recommend non emergency waves a lot. Ones that I'm sure will appeal to kids.

Although cave exploration or tunnel construction would be great, I can't imagine TLG doing these because it's always about action and vehicles and there aren't many of them possible for these themes.

I completely agree with you, jonwil!

It's not that TLG doesn't dare anything - there are some nice standalone sets of parts of sets which either haven't been there for decades or are completely new (e. g. this year's tuning workshop, the small police mobile command unit in the Monster Truck Heist set or the town hall in the Main Square). And there have been new themes in 2016 (vulcanoe explorers) and 2017 (jungle explorers) - but since then TLG regrettably went back to the old and for sure profitable themes and hasn't tested anything new. So yeah, let's hope that 2021 there'll be at least one completely new theme!

Yes, some mounted police would be nice. I don't see this as a whole theme. But TLG could include it in a moutain / forst / outback police theme - or release a police landrover with horse trailer on its owhn in the Great Vehicles theme.

For 2021 here's my ideas about some Lego City sets

Snow Police (One thing that I like very much are the Snow sets,I really like the ski resort from 2019 and the ambulance helicopter from 2018,so here is a subtheme that I was wondering for years:the Snow Police so here's some ideas for sets)  

 

-Crook Arrest- small set with a Snow motorcycle chasing a Crook with a snowboard,includes a Police Officer and a robber

 

-Helicopter Chase-includes a helicopter like the ambulance helicopter from 2018 and a crook's jeep with some golden things inside,includes Sam Grizzled, Big Betty, unnamed Police Officer and unnamed Crook.

-Police Dog Unit-includes a Police Van , a crook's atv and a chest inside of a Frozen rock,includes Tom Bennett and Vito

-Boat Transporter-includes a mobile command center (similar to the One of 2012) with a trailer and a boat chasing a Jet ski, includes Wheeler, Duke Detain and Hacksaw Hank

-Police Station-includes a snowy Police station with a indoors prison block,a Garage,and some offices,includes a prisoner Transporter, a Police Motorcycle,a small Police helicopter and a crook's off road vehicle, includes Wheeler,Rooky Partnur ,two unnamed Police Officers,Daisy Kaboom Snake Rattler and a unnamed prisorer

 

-Crook hideout- includes a Police pick up truck, a small Police helicopter,a crook's buggy and a hideout with a garage, the interior of the building has a safe and a table with a map.Includes Duke Detain,Tom Bennett,a unnamed Police pilot, Clara the Criminal and Frankie Lupelli

That's basically this year's police station with a snowy look. Right?

It's basically the mountain Police headquarters mixed with this year's Police station,but without a drone(I really like prisoner transporters)and with a snowy look yeah

You know what I think would be perfect for the next coast guard wave. A towing boat. The City coast guard sets are about rescuing people out at sea and a towing barge is kinda still portraying that by towing a broken down civilian boat. That's also a good idea.

I still think a "Mountain Rescue" line (done properly) could provide as much of the playability and kid-attraction as another wave of Coast Guard sets while being different enough to appeal to those (like me) who already have a bunch of Coast Guard sets and parts.

I personally think that would've been better to do instead of a police subtheme next year as there is much more ready made realistic action there. That would be a great opportunity to revive the Res-Q theme from the early 2000s and it'll sell better now that Lego has been far out of it's dark age since the late 2000s - which in my opinion, was the golden age of City. Either that or a greater use of the yellow medical vehicles like the 2018 ambulance helicopter and 2019 ski resort. Also, it could focus partly on post natural disaster type rescuing like the old Res-Q sets used to do such as flood rescues and fallen tree removal. 

Thats basically what I was trying to say. Rescue themes provide the most ready made action for City as a whole. That's why I recommended that City do a "This year's rescue subtheme" instead of "This year's police subtheme". That why, they'll have more room for creativlve freedom when it comes to rescue based sets all while still making billions and keeping the customers happy at the same time even though they don't do police every year. That Res-Q theme from 2000 is a "need to be revived" type of theme for me. I'm also still begging them to bring Outback from the dead. 

Another rescue theme that I think (and lots of other ACOLs that I have met seem to think) needs guaranteed three year status is ambulances - which work alongside policemen and firefighters. I've actually come up with loads of ideas on ready made action for medical sets. Why they haven't ever done a mobile medical unit is beyond me. But I do hope to see one in the foreseeable future of City.

Another thing they could do would be another jail set. They did that jail island a while back (good set that), another jail to hold all the criminals in LEGO City would be cool.

Sales data exists in a company. Even in a hobby company like Lego. However, if I were to chalk it up to anything, I'd take a more sympathetic approach and say that perhaps.....Lego just doesn't know people want certain things for City. If we let them know, they may do it.

I like your suggestions for Snow Police sets, @Powered by Bricks!

The only thing I'm missing in there are much more winter-oriented vehicles, esp. for the police. So I'd say that there should be a small police snowmobile, a big police snowmobile with trailer, a small police crawler vehilce and a big crawler vehicle with trailer.

I really would like some moutain rescue sets! And I completely agree with you that for KFOLs they could be as interesting as CG sets and for AFOLs they would be even more interesting then a new CG wave since there have been so many CG waves over the past years but no moutain rescue wave (I don't count the excellent stuff in the Ski Resort since that's for me Snow Rescue).

They could use that "light royal blue" color seen in e.g. the body of Maggie from The Simpsons or for all the blue parts in the Harry Potter Beauxbatons' Carriage set.

It would be a good match to the "cool yellow" color they used this year in some of the Police sets as a stripe (and also used to great effect in the Creator Fiat set)

City Subtheme Idea 9: Towing

  • Light Duty Tow - small tow truck with broken down civilian car, female tower and civilian 
  • Heavy Recovery - long tow truck with broken down rig, male tower and truck driver
  • Broken Motorbike Rescue - flatbed tow truck with broken down bike, male tower and biker
  • Towing Boat - towing boat with broken down civilian boat, two towers and two beach goers 
  • Road Rescue Garage - garage building, civilian car and roadside assistance car, unnamed mechanics and civilian. Includes Harl Hubbs and Cluster in blue repairmen uniforms.

City Subtheme Idea 10: Bank 

  • Armored Transport - armored car with security guard. Includes Big Betty. 
  • Money Transport Plane - armored plane with 3 security guards
  • City Bank - large bank building (bigger than the one from 60245) with security guards, unnamed accountants and armored truck. Includes Snake Rattler and Daisy Kaboom.  
  • Bank Train - locomotive with armed car.
