The Modular Building range to me seems to be set in the 1950s/1960s (with the exception of the computer in the Town Hall), so it's quite possible it's owned by someone born in the early years of the 20th century.

As indicated in Jamie's presentation, TLG frequently used that technique. Another example is set 608. Much more recently, in 7990, I encountered an example of a stud on the side of a system brick being connected to the hole of a technic brick, which is also illegal as shown in the presentation. I also have a feeling the stud "inside" the panels on the side of the truck isn't a legal connection as it doesn't seem to fit that well.

I didn't really know what to expect either, but these - like the Toy Story figures - just don't look like LEGO to me. Maybe it's the combination of the heads and the torsos though and they'll look better once we see the complete figures.

I guess the version on the left is "Netherlands" Dutch and the version on the right is "Flemish". This is entirely based on choice of words, but I'm not too familiar with language use in the 1950s and 1960s. -
It looks like it's placed in such a way that it isn't covered up by the walls of most Modulars, which are roughly 16 studs deep, with about 8 studs of free space in the front and back of the building.

This is a known issue, as you can see from the topic I've merged your thread with. I'm not sure if the Admins have looked into it, but I assume it's low priority as there is an obvious workaround: simply report a post instead of the member.
