Actually, you don't 'pass' any phases until you've completed all three for a category.

We just recommend waiting to start a new phase until you've received feedback on the previous phase.

So I came back here after a while so I might work on phase two of my tower but I realized that the link for phase 1 isn't bellow my name, just wondering if that means I can't move on to phase two.

You can move on to Phase 2. The links on the first page are only updated every so often.

I don't think that you need a permission to go on with another phase.

Because some people's (including me) builds are not even in the starting post.
