I don't really think the reason the light-blue-shirt-guy is only in the bigger sets has anything to do with AFOL spending patterns. He's supposed to be a chief/detective character. The small set is about chasing bank-/ATM-robbing criminals. This is best left to 'common' police men and women. Besides, TLG was already pretty generous (consciously or not) to AFOLs with the smallest set and included the new dog, the new crow bar, and the new backpack.

Then perhaps it's not a good idea to swear on it. But yes, a Police theme comes around every 2 or 3 years. But as has been said many times before: it's a kid's toy. Kids like police and fire sets. TLG would be stupid not to produce them. The last couple of years TLG has been really good at offering 'civilian' type sets. And whereas I do not like the 2011 Space port sets, it's certainly not emergency services again. And the 2011 summer release promises to be good with a whole new harbor theme. Really looking forward to that.

Probably the same as a site's Favicon then. The file for that (favicon.ico), by default, also resides in the root directory. If you want to change its name or location you should use an html 'link' tag for that as well.

Very impressive. I like the height differences. Very clever use of the space by building on different levels and putting a 'mountain' in the background. A great source of inspiration.
